Roseville, Calif. – Onย  August 5, Roseville Police officers arrested two people suspected of sex offenses involving a teenage runaway.

Syla Debra Thongsy, 21, of Roseville is suspected of taking in a 15-year-old female runaway from Sacramento and keeping her at her home in Roseville for almost two weeks. During that time, Thongsy allegedly transported the girl to  Sacramento to work as a prostitute, and refused to allow the girl to leave when the girl requested to. On August 5, the girl managed to leave the house,  and returned to her family in Sacramento. The girl’s family then contacted Roseville Police.

Thongsy was arrested on suspicion of pimping a minor, false imprisonment and contributing to the delinquency of a minor.  She is being held in the Placer County Jail on $150,000 bail.

Stephen Eugene Putnam, 45, who lives with Thongsy, was arrested on suspicion of lewd and lascivious acts with a minor, and probation violation. He is being held without bail in the Placer County Jail.
