Deputies arrived and arrested Fishman. The female victim had fled the scene and drove herself to Placer County’s Dewitt Center, where she sought help from employees at the Placer County Community Development Resource Agency building.
Both victims were treated for exposure to pepper spray and suffered no other injuries.

Evidence found during the investigation suggests Fishman may have intended to kidnap one or both of the victims, but was unable to carry out his plan. The investigation is ongoing and additional charges may be filed.
