Roseville, Calif.- Yesterday evening, Roseville Police detectives arrested Francis Amiteye Ngissah, age 24 of Roseville, on suspicion of inflicting cruel corporal punishment on three juveniles and one young adult enrolled in his basketball college preparatory program.

On the afternoon of January 8, three teenage boys and one young adult male came to the Roseville Police department to report having been subjected to unusual physical punishment.ย  They were enrolled in CCSE Prep Academy, an organization advertised as a private college preparatory school for basketball athletes, and were boarding with Ngissah at his home on Woodleaf Circle in Roseville.ย ย  Three of them are foreign exchange students.

Physical Punishment

They reported that they had been subjected to physical punishment, including being required to stand in a corner for long periods of time while restrained by zip-ties, and having clothes pins attached to their nipples.ย 

After an investigation, detectives arrested Ngissah on suspicion of child abuse involving cruel corporal punishment and willful cruelty, battery and false imprisonment.  He has since been released from the Placer County Jail after posting a $100,000 bail bond.  The three juveniles were released to the custody of child protective authorities, and the young adult made other living arrangements.    No other students were living at Ngissah’s home at the time of the arrests.
