Roseville, Calif.- The City of Roseville announced today it has appointed Jay Panzica to be the city’s Treasurer/Chief Financial Executive. Panzica, who starts June 2, comes to Roseville from the City of Ventura, where he served as chief financial officer for the past nine years.
“Jay is business-oriented, has a keen financial perspective, and brings an in-depth understanding of the dynamics of municipal finance and the importance of transparency,” said City Manager Ray Kerridge. “He is the kind of finance leader our growing city needs as we expand services, manage new expenses, and tackle new projects.”
In Ventura, Panzica led the city through the recession with structurally balanced budgets each year, without using reserves or debt. He was involved in the revitalization of Ventura’s historic core and developing a variety of financing alternatives to meet the needs of the evolving and transforming city.
Panzica was selected from a highly competitive field of 44 candidates. As treasurer, he will oversee a half-billion-dollar citywide budget. Roseville is one of the few cities in the state that owns and operates its own electric, water, wastewater, and solid waste utilities along with providing a full range of municipal services including police and fire, public works, and parks, recreation and library amenities.
Panzica will also oversee the City’s administrative service departments: finance, human resources, information technology, city clerk, and central services.
Before serving at the City of Ventura, he was the director of finance and administration for the City of Pasadena’s water and power utility. He started his career in the private sector, with financial positions in the banking, computer and airline industries, working for companies such as Burroughs, General Foods and American Airlines. Panzica has a bachelor’s degree from Michigan State University and an MBA in finance from Wayne State University.
