Celia McAdam, Executive Director of the Placer County Transportation Planning Agency (PCTPA) has been named the WTS (Women in Transportation) Woman of the Year.

Presented at the WTS Annual Awards Scholarship Dinner at the Sheraton Grand Sacramento, on December 13, the award recognizes members, women and employers who embody the WTS pursuit of transportation excellence through the achievement and success of women.

An expert in transportation funding, Ms. McAdam has been responsible for the planning, funding, and delivery of many large transportation projects such as the I-80 Bottleneck Widening in Roseville, SR-65 Lincoln Bypass, I-80/SR-65 Interchange Improvements,  I-80/Sierra College Boulevard Interchange, I-80/Douglas Boulevard Interchange, Placer Parkway and numerous transit and rail projects.

Under her leadership, PCTPA was named Organization of the Year by the California Transportation Foundation in 2003 and Agency of the Year by the Sacramento Area Council of Governments (SACOG) in 2007.  Most recently, SACOG recognized the SR-65 Lincoln Bypass Project as Project of the Year at its 2012 Annual Awards Breakfast.  Ms. McAdam was a key player in delivering this project.

“It is an honor to be recognized by this very important professional organization,” said McAdam.  “With the recent successful completion of the Highway 65 Lincoln Bypass, this award is another major highlight of my career.”

Ms. McAdam has served as the Executive Director of the PCTPA since 1998 and as Executive Director of the South Placer Regional Transportation Authority since its formation in 2001.  Ms. McAdam previously served as Senior Planner for PCTPA in the early 1990s and also held management positions with the City of San Jose and Butte County Association of Governments.  She also holds a professional certification from the American Institute of Certified Planners.

Ms. McAdam has promoted the advancement of women in transportation through her active involvement with WTS.  She has also held leadership roles in numerous statewide transportation groups, including the California Association of Councils of Government, Rural Counties Task Force, and the Regional Transportation Planning Agency Group.   She has been a Transportation Team Leader on the Sacramento Metro Chamber of Commerce’s Cap to Cap trip, and represents the local transportation agency perspective on a number of regional and statewide committees.
