AUBURN — Directors of the Placer County Water Agency on Thursday (July 31) adopted new drought emergency regulations as mandated by the State Water Resources Control Board.
PCWA drought project manager Tony Firenzi said the most significant change for the agency’s treated water customers is that outdoor watering will be limited to two days per week instead of three for the month of August.
The new regulations apply to approximately 34,000 PCWA retail water accounts including those in PCWA’s Zone 4 service area in eastern Placer County’s Martis Valley. The water agency is preparing a mass mailing that spells out the new rules and asks for customer support.
The PCWA board resolution recognizes water users who have made water use efficiency improvements, such as the addition of “smart” weather-based irrigation controllers and drip systems. Officials said irrigation schedules followed by these customers would likely save as much or more water than the two-day-per-week limitation.
Other state-mandated regulations adopted by the PCWA Board include prohibitions on:
- landscape watering that causes excess runoff
- using a hose to wash a motor vehicle, unless equipped with a shutoff nozzle.
- washing down hard surfaces such as driveways and sidewalks.
- using water in a decorative water feature, unless the water is recirculated.
PCWA declared a water shortage emergency in February, following Gov. Brown’s Jan. 17 proclamation of a statewide drought. Since April, PCWA has called upon customers to reduce water use by at least 10 percent, with a higher goal of 20 percent.
Firenzi said PCWA customers are doing their part in meeting the challenges of the three-year drought. Through June, retail customers have reduced water use by 16 percent compared to last year, he said.
District 1 Director Gray Allen of Roseville said the tighter regulations should be manageable for customers and help save more water for next year. “This is a very well-written resolution,” he said.
In other business, PCWA directors:
- welcomed Jason Tiffany, general manager of the Midway Heights County Water District, which purchases PCWA wholesale water to supply treated water and irrigation water to nearly 800 customers in Weimar, Applegate and Meadow Vista. He said that with the help of PCWA staff the district has been able to reduce its water purchases this year by 45 percent.
The next meeting of the PCWA Board of Directors will be held at 2 p.m. on Thursday, Aug. 7, at the PCWA Business Center, 144 Ferguson Road, in Auburn. PCWA board meetings are open to the public.
