A witness reported seeing a suspicious-looking man in the area, carrying a metal pipe. When the officer arrived on scene, the man, still carrying a three-foot-long metal pipe, fled on foot to a parking lot behind the 200 block of Vernon Street, and the officer pursued him on foot.
